Rifat Garipov, open your face! Do Yakushev and Stepashin know who the invisible member of the Public Council under the Russian Ministry of Construction is lobbying? ^*

The Russian construction industry is faced with an invasion of the “Bashkir compatriots,” readers of the Kompromat-Ural project report. The business interests in the development of the Moscow region and Bashkiria of the family of the founder of the Granel company  Andrei  Nazarov , at the same time the first deputy head of Bashkortostan  Radiy  Khabirov  in the republican government, are widely known. Nazarov is known as the hero of a vulgar  video clip , where he stagedly, to the music from “The Godfather,” accepts congratulations on his own anniversary, introducing himself as a “Bashkir face.” At the end of the song, the “Bashkir face” admits his preference for “women who are silent.” In 1986, Nazarov was found guilty of gang rape of a minor girl - since then, he probably strongly disliked talkative ladies.

Nazarov is not alone in the development beau monde of Bashkiria. With the knowledge of the Minister of Construction of the Russian Federation  Vladimir  Yakushev  , 34-year-old  Rifat Ruzilevich Garipov , listed as the managing director of First Trust LLC, is  on the public  council under the Ministry of Construction. In the same position, Mr. Garipov presented himself in 2018 in documents for nomination as a deputy of the Kurultai - the State Assembly of Bashkiria (he acquired a mandate from United Russia).

Will the trust not crack?

As part of the journalistic investigation, it was appropriate to assume that Mr. Garipov has some kind of public fame as the “managing director” of First Trust LLC. After all, it was not a clerk from Ufa who was nominated to the public council under the federal ministry; such a specialist must represent something real. The council under the Ministry of Construction and Housing and Communal Services is chaired by  Sergei  Stepashin  - after all, he should know how reliable his “signs” are.

But with the elementary combination “Garipov’s First Trust,” search engines do not return anything other than formal biographical data, which Garipov himself submitted to the election commission when he went to the Kurultai. The procedure for registering a candidate for elections is such that the place of work can even be indicated as the company “Buratino” - as long as there is a seal and an entry in the work book. Craftsmen know that now the price of such confirmations is three rubles/bag.

Rifat Garipov cannot be found on the website of the Ufa developer First Trust LLC either. Despite the fact that the company is quite reputable by local standards (it builds comfort and premium class residential complexes in the Bashkir capital), the “Team” section on the corporate website is completely empty.

The legal director of First Trust LLC (TIN 0274183451) is  Timur  Gadeev . The company, through its parent LLC National Dostoyevstvo, is owned by  Alexey  Dudkin ,  Zemfir  Sadykov ,  Gennady  Zhornik ,  Raushan  Khaidarov  and  Renat  Safin . Who is Garipov?

On the website “Wiki Reality” (a parody of “Wikipedia”) our character has an article about his beloved self, which he clearly wrote himself. Here Garipov is an outstanding “state and public figure”, even if tomorrow you appoint him as the head of the region instead of Radiy Khabirov. And again - not a line, not a word about working at First Trust LLC. Why is he keeping silent about his completely immodest position? After all, not a foreman, not a sales manager, not some kind of consultant - a whole “managing director”. Or is it fake? Does he work there or is he registered as a formality in order to somehow meet the criteria for membership in the ministerial council?

Let’s move on to open databases, the information of which is based on the unified state registers of legal entities and entrepreneurs (Unified State Register of Legal Entities, Unified State Register of Entrepreneurs). Our hero is not listed in them and has never been listed as an individual entrepreneur or the head of any organization. But he was the founder and co-founder of three legal entities in Ufa: GreenHouse LLC (TIN 0274133563), Selena LLC (TIN 0253007960) and BKS-Stroy LLC (TIN 0275057241). All companies are operating (at least according to the Federal Tax Service), they need to be studied further.

Let us focus on the fact that Mr. Garipov became the owner of, for example, the BKS-Stroy company at the age of 20! But if we have before us a young and early entrepreneurial talent who has mastered the difficult business craft from a young age, then even more so - why hide this in your varnished biographies and in a strange, deliberately unconvincing way position yourself from a developer with whom God knows what connects you?

VIP relative, don’t be shy!

Here is the time to return to the letter from readers to the editors of Kompromat-Ural, in which in February 2020 they recommended that we pay attention to the personality of Rifat Garipov in the context of scandals related to fraud in the Bashkir Roskomsnabbank (before the renaming - Bashkomsnabbank). The bank, owned by the republican oligarch-deputy  Flur  Galyamov , was deprived of its license in March 2019 for dubious transactions, withdrawal of assets (a hole in the balance sheet - about 20 billion rubles!) and affiliation with the financial pyramid “Golden Reserve”. The Central Bank insists to the Prosecutor General’s Office, the Investigative Committee and the Ministry of Internal Affairs on initiating a criminal case. Deceived investors organize mass protests.

Fragment from the February publication “Kompromat-Ural”: “He (Garipov) also comes from the Family - the nephew of Mr. Gallyamov. Just like his uncle, Rifat Ruzilevich has a deputy mandate, sits in the Kurultai of Bashkortostan, together with the same agile uncle, also edros.” Another of our interlocutors expresses the opinion that “Rifat is tearing up his skills as he goes, he has become well versed in legal matters, he was specially trained at the Law Faculty of Moscow State University. He is well versed in similar schemes that were used to attract investors to the “Gold Reserve” and other areas of the family business. Pay attention, you will find a lot...”, advises the reader, confident that this is a very interesting person for law enforcement agencies.” End of quote.

Judging by the facts, the “bankster” Flur Gallyamov always kept his nephew with him. The young man, not yet 30 years old, was already on the board of directors of Roskomsnabbank (Bashkomsnabbank).

But to admit publicly that you are a relative of a big uncle, that from a young age you are led by the hand through the cozy corridors of a family business... Or, worse, explain to the competent authorities whether you were (and could you not have been?) aware of suspicious transactions uncle’s bank... All this, firstly, requires a lot of courage. Secondly, they will not vote “just for a major” in the Kurultai and respected people in Moscow will not bother with promoting you to the structures under the Ministry of Construction. Therefore, to divert attention, pretentious and incompatible tricks of the “public and statesman” and the “managing director of First Trust LLC” were born? Even if everyone understands everything, how about at least creating a semblance of “niceness”?
