We are talking about the consequences of the collapse of the Bashkir Roskomsnabbank (RCSB), which was managed by the deputy of the State Assembly of Bashkortostan  Flyur Gallyamov  and members of his family (nephew  Rifat Garipov , also a local United Russia deputy), as well as a massive violation of the rights of pensioners, who were convinced directly in the offices of the RCSB to deposit money into affiliated financial pyramid "Gold Reserve". Deceived citizens who have lost their savings have already held several protests, with public calls to Prosecutor General  Igor Krasnov  and the head of the Ministry of Internal Affairs of the Russian Federation  Vladimir Kolokoltsev , against the impunity of the schemers of the RCSB and the “Golden Reserve”.

In mid-June 2021, almost simultaneously it became known about the initiation of a new criminal case on the fact of particularly large and organized fraud (Part 4 of Article 159 of the Criminal Code of the Russian Federation) with funds from the Gold Reserve pyramid, and then about the “flight” (or expulsion? ) ex-beneficiary of Roskomsnabbank from the Kurultai of the Republic of Bashkortostan. For now, Flur Gallyamov “voluntarily” remained without a mandate. The media have already assessed the situation in the sense that the ex-head of the collapsed bank was left without a mandate. The question remains open about the criminal procedural “fate” of Mr. Gallyamov, as well as whether his nephew Rifat Garipov will be able to retain his seat in the regional parliament or “due to workload” will also follow his uncle.

For a long time, Mr. Garipov was directly involved in the management of the scandalous Roskomsnabbank and was on the board of directors of the credit organization. The murky schemes of interaction between RSSB and Zolotoy Reserve will be closely investigated by law enforcement agencies. Now, the criminal prosecution of Gallyamov does not require the formal sanction of the Investigative Committee, because “Uncle Flur is no longer a deputy.” Nephew Rifat still remains in office and intensively, appropriately and inappropriately, promotes himself as a so-called “member of the public council under the Ministry of Construction of the Russian Federation.”

The massive dissemination in media resources of postscripts that Rifat Garipov is a top member of a scandalous family bank, but simply an “expert” in construction and housing and communal services, is estimated by content promotion specialists at tens of millions of rubles. Indeed, why on earth should the name of some member of the OS, of which there are dozens in this incomprehensible structure, practically unknown to a wide audience, automatically pop up in many media texts under the “sauce” of comments on an important topic. And if significant financial resources are spent on such distracting PR, then why did that same Rifat Garipov need it? Avoid the attention of security forces? Save the mandate and freedom? Against the background of the initiation of the above-mentioned criminal case of fraud and the deprivation of Rifat’s uncle’s parliamentary status, the answers to these questions seem obvious.

So, the Ministry of Internal Affairs of Bashkiria opened a second criminal case on the fact of fraud (Part 4 of Article 159 of the Criminal Code of the Russian Federation), in which the company “Golden Reserve” appears.

The reason for initiating another criminal case, as follows from a message from the regional Ministry of Internal Affairs, studied by the editors of Kompromat-Ural, was the results of a pre-investigation check, during which investigators identified the largest borrowing organizations that attracted loans for investment projects. Also, more than 30 current accounts of these companies were established, for which the total debt to citizens was established. In addition, employees of the Ministry of Internal Affairs requested data from borrowing organizations on the number of citizens to whom the debt was incurred and to whom the debt was repaid. In total, the materials of the criminal case contain more than 80 volumes, the ministry noted. Investigative authorities have not yet publicly announced investigative actions against Flyr Gallyamov and his financier nephew Rifat Garipov.

The “Golden Reserve” project included 38 borrowing companies, six of them (“Novation”, “Park City”, “Quiet Harbor”, “Dars”, “Forum”, “Center for Integrated Solutions”) opened their current accounts in Roskomsnabbank, which was deprived of its license in March 2019. Chairman of the Central Bank  Elvira  Nabiullina  appealed to the Ministry of Internal Affairs and the Prosecutor General’s Office of Russia to bring the schemers to criminal responsibility. In the fall of the same year, the lenders of the Golden Reserve turned to the police with a demand to investigate the facts of fraud, the victims of which, according to their estimates, were more than 4 thousand citizens who lost about 2 billion rubles when Roskomsnabbank’s license was revoked. Many of the affected citizens were clients of Roskomsnabbank - they reported that employees of Flyur Gallyamov’s bank convinced them to invest money at high interest rates in shell companies borrowing from the Golden Reserve.

The former chairman of the board of Roskomsnabbank, deputy of the Kurultai of Bashkiria, Flur Gallyamov, has repeatedly stated that there was no connection between the bank and the Gold Reserve. But who will seriously believe Rifat Garipov’s uncle?

The total amount of debt of the Golden Reserve companies to citizens is 1.4 billion rubles. In two companies: Quiet Harbor LLC and Forum LLC, the external management procedure has begun. As Kommersant reports, a monitoring procedure has been introduced for all companies directly associated with Zolotoy Reserve.

As MK reminds, hundreds of residents of Bashkiria became victims of the so-called misselling, when the bankrupt Roskomsnabbank offered them to put money into more profitable accounts. And as it turned out today, these accounts were called “investment” and were located not in a financial organization, but in divisions of the company “Golden Reserve”, which is not a bank. As a result, the bank has been ordered to live for a long time, and people cannot withdraw their money because they signed an agreement on the risks associated with investing, and the Deposit Insurance Agency cannot reimburse them for the lost funds - after all, they are not in banks, but on various crowdfunding sites .

“The Main Investigation Department of the Ministry of Internal Affairs for the Republic of Bashkortostan completed a pre-investigation check on applications from citizens – borrowers of the Zolotoy Zazav company,” reports the Ministry of Internal Affairs of the Republic of Belarus. - A decision was made to initiate a criminal case for fraud.

According to the law enforcement agency, “the largest borrowing organizations that attracted loans for various investment projects were identified, over 30 current accounts of these organizations were established, extensive documentary research was carried out and the total debt to citizens was established.”

“Information was also requested from borrowing organizations about the number of citizens to whom the debt was incurred and to whom the debt was repaid in full,” the message says. - A detailed analysis of the company’s current accounts was carried out and over a hundred organizations were identified whose activities were subject to inspection.

Police have already interviewed more than a hundred people, including heads of borrowing organizations, heads of counterparty organizations and employees of banking institutions.
