Will Vladimir Yakushev be sent away to “finish his studies”? The head of the Ministry of Construction will be demoted to the rector of the National Research University MGSU ^*

Former governor of the Tyumen region  Vladimir  Yakushev , whom the Kremlin prudently did not allow to achieve the popular popularity  of Sergei  Furgal  and transferred “for promotion” to the Russian Ministry of Construction, has recently appeared on the scandalous media agenda.

Thus, journalists unearthed a dubious biography of the Bashkir businessman-deputy  Rifat  Garipov , whom Yakushev approved in the public council under the Ministry of Construction and Housing and Communal Services. Serious effort is now being invested in Garipov’s unctuous PR as a member of this very council. A “worthy” replacement for the head of Bashkortostan,  Radiy  Khabirov , is being prepared ; Ufa, like Khabarovsk, will have its own Sergeyfurgal - only younger, more fashionable, and even with more money.

In the meantime, let’s return to Mr. Yakushev, whose interest in the ministerial “social activist” Garipov also “sharpened” considerably. In any case, public sources report that “Minister of Construction Vladimir Yakushev is preparing to vacate his position. He plans to continue his career as the rector of one of the leading Russian universities - Moscow Civil Engineering University (one of 26 with national research status). He began preparing for the transition in advance. Why, in the spring of this year, did he select candidates who were ready to temporarily, until his arrival, fulfill the duties of rector. As a result, two candidates were selected:  Ilya  Ponomarev  (former Deputy Minister of Regional Development) and  Pavel  Akimov  (current scientific secretary of the Russian Academy of Construction Sciences).

As a result, at the end of March this year, Yakushev personally introduced “his” person to the Minister of Education  Valery  Falkov  with an urgent request to appoint him acting rector. The former rector of MGSU, a former deputy of the Moscow City Duma, Valery  Telichenko , who hopes to get the position of president of the university (nomenklatura of the Ministry of Education and Science), helped in choosing a candidate  .

Akimov turned out to be one of them. “A blue stocking with complexes and ambitions attached (he was not elected rector 6 years ago and received less than 10% of the collective votes in the elections),” the source believes.

In addition to fulfilling the duties of the rector and the paid title of “academician of the RAASN,” he currently simultaneously manages to work as a professor at the RUDN University, a professor at the Tomsk University of Architecture and Civil Engineering, and deputy general director of CJSC NIC “Stadium” for finance.

But his main advantage is complete loyalty to Yakushev. In a personal conversation before his appointment, he promised to resign from the position at the right time. And before that, rid the institute of excess and unnecessary personnel that could accidentally interfere with the “successor” operation.

Akimov himself speaks about this with pride and without undue modesty: at academic councils, at meetings of the administration and in personal conversations with employees. Everyone at the university knows that everything that Akimov does is done on the personal instructions and with the approval of Minister Yakushev. As they say, complete carte blanche.

Currently, the remaining employees of MGSU, those who worked before Akimov, are expelled at their “own request,” and those “unwilling” are subject to illegal penalties and dismissed on negative grounds. On the eve of the new academic year, over the past month, more than two hundred employees have already been laid off, including directors of institutes and heads of departments. The salaries of even line administrative workers have been reduced to the minimum wage without explanation, and the work of the largest Russian university has been paralyzed. The Internal Affairs Directorate and the Prosecutor’s Office have about a dozen statements from employees who were not afraid to write the truth.

One can, of course, consider the above facts inflamed by the coronavirus (cases of which are constantly being identified at the university) as a fantasy, however, after the visit of Deputy Minister  Dmitry  Volkov to MGSU two weeks ago,  Minister Yakushev himself is scheduled to visit the university on August 4. Apparently, the future place of work will be inspected, as well as the distance learning technologies that have not yet been mastered by the university and the non-existent competitive advantages of the university over other universities.
